Haifa has long been known in the local psyche as the symbol of a non-religious Israeli city. In response to the lack of commitment of local youth to the city of Haifa and the State of Israel, the Haifa municipality launched a new citywide initiative for the renewal of Jewish-Israeli identity. The municipality began this effort by mapping out the Jewish-Israeli identity programs most fitting to bring this new direction to Haifa.
In 2009 the Haifa-Be’eri partnership was created to lead this initiative for integrating Jewish-Israeli identity studies into all facets of formal and informal education in Haifa. Going into the second year, the Haifa-Be’eri partnership has achieved a large number of objectives:
